The key to better your LI:s is Anfalas scrolls of Empowerment and Anfalas starlit Crystals, and the key to Anfalas scrolls of Empowerment is embers/motes of enchantment (or loads of gold and the AH).
To get embers/motes you need to play the content, as the best sources are the weeklies in different areas.
This means that even if you "power level" the last 10 or so levels up to 130 you will *still* need to play the game if you want to be able to gear up at a decent rate.
Remember
The first character to 130 is hard, but how fun would it be if there were no challenges?
And once you have one at 130 everything gets easier. I promise.
Weeklies in Skarhald; 15 Longbeard marks for 200 motes, aka ** 2x max 74 scrolls/week and character (I only ever do the quests if I need more Longbeard marks, and then only the Oinsbridge ones).
Minas Morgul weeklies; about 30min of gameplay distributed over 3 days gives: * 2000 embers * 3 ithilharn shards * a good chunk of virtue XP * more rep clickies and sigils that you will be able to use
Per character.
(Only the scourges require a group, the others even a squishy LM can solo on 122).
** 2000 embers = 20x max 74 scrolls/week and character. For 30-ish min of gameplay.
Weekly bounties in Limlok gives another chunk of virtue XP and 300 embers per character.
** 3x max 74 scrolls/week and character.
Also important: from Limlok barter currency you can supply your next-in-line with perfectly useable 130 "starter" gear, both clothes and jewellery. Bound to account, so even reusable.
I personally only slot Flickering essences in this gear, and save the better essences for better gear.
Mission dailies/weeklies (on 130s) and the weekly gundabad coin quest in Elderslade:
* 1000 embers * 3x max 74 scrolls or a max whatever starlit
** total of 13x max 74 scrolls/week and character
Here comes the kicker: the Stair battle (130 only)
Do T1 daily. It takes maybe 10min and gives on average 500 embers (after you have equipped what you need) plus the occasional Anfalas Scroll.
Look for calls in LFF or put out a call yourself - no one checks your gear for T1 so don’t be shy.
A daily Stair gives (on average) 3500 embers/week and character, aka
** 35x max 74 scrolls/week and character.
This makes the grind to get LIs up to 74 pretty easy (compared to before Stairs): you can easily get more than 70x max 74 scrolls/week and character.
(I know there are weeklies/dailies in i.e. Vales of Anduin but I have mostly skipped that content due to overmuch dying - feel free to comment on your favourite ways to get embers/motes!)
As for the non-nerfed scrolls (i.e max level 83): Do FI school every 6th week, on all and every character that can get through it. Slower grind, definitely, but far from impossible. And it’s a very quick run.
The starlits are another chapter… You can always buy nerfed (max level 59) starlits for 250 embers/motes but somehow I feel that is expensive (probably just imagination).
A better way is to group up (3, 4 or 6 depending on how effective the group is) and to Rako (the first boss in Throne of Dread Terror) on t2. Rako t2 gives 120 ancient ithil coins. These can be used to barter for non-nerfed scrolls and starlits, and also Imbued legacy replacement scrolls.
